Send-pr: pkg/25673: various psmisc issues

If a .buildlink_*_done is zero bytes, it might mean that a +CONTENTS file is accidently empty. In my case, the PLIST was unreadable via NFS for glib2. So later evolution which needed glib2 didn't configure correctly and build died later.

Modified NetBSD-current's whereis.c so it would build and work adequately under Linux. Made a package for "which" and imported to pkgsrc-wip. (The modifications for Linux are for whereis, but I install as which so those features are bypassed.)
