Wrote a patch for ftpd.c (and ftpd.8) to add a "-B" flag to tell ftpd to check ftpusers(5) access controls before asking for password (after receiving username). I did this because I saw PR bin/12602. I sent emails to add to the PR and sent the patches to person requesting it. I never heard back.
