Quit Internet Explorer

Delete the files: RATINGS.POL on \windows\ and on \windows\system\
(or rename to RATINGS.old)

These are hidden and read only files. Click Folder Options on the View
menu in My Computer or Windows Explorer, click the View tab, click Show
All Files, and then click OK.
